The history of Tropicana dates back to 1919 when it was built as the 400-room Ambassador Hotel. After another 400-room tower was added in 1921, the Ambassador became the venue for several historic events including the Atlantic City Conference in which famed mobster Lucky Luciano laid out the roadmap for the future of organized crime. It was also where Philadelphia gangster Mickey Duffy met his brutal demise as he slept. The Ambassador closed in the early 1970s.

After sitting vacant for a few years, Ramada purchased the run-down hotel in 1978. The site was renovated and a casino, theater, and ballroom were added. Ramada then purchased the Tropicana Resort & Casino in Las Vegas. To reinforce the brand name, they renamed their Atlantic City property Tropicana Atlantic City in 1981. Several more modern additions appeared such as an indoor amusement park and a new 604-room hotel tower.
